Provide a way for transcript location to sync to the current time-mark of audio scrubber in transcript

When audio playing isn't synced to transcript, offer a way go to current place in the transcript that the audio is playing to
So if audio scrubber is at 8mins, and user is at the beginning of transcript- how can they get to the transcript at the 8min mark without heavy scrolling?
